on the what?  never heard of a waxen?
if it's a chinese HT, you put it into the FM radio mode, then usually you 
just enter the frequency using the keypad...IE 100300 for 100.300 MHZ.
is it a wouxun or a wacom?
they are different.
If no keypad, then you have to select the frequency manually using the 
arrows or the selecter knob.  If keypad, then just enter it like you would a 
normal 2M or 70CM frequency.
