Since a higher SWR can give a false reading, forward and reflected energy is 
combined; the first thing is to get the lowest pitch for reflected power. 
Then check the forward power for high pitch.  Since modern radios don't have 
tunable outputs, that should work.  Transmitters that cut back output when 
they see a high SWR can confuse the results.
