My understanding was, that the issue was restricting access to books to 
valid NLS users, and making it very difficult to copy and distribute the 
materials.  This addressed publisher's concerns.

Now i-phone and android aps, would seem to be the opposite of that 
restrictive nature.  So why not computers?

If the first assumption is wrong then the second might be as well.
