"Not boot..." meaning no POST? ... as in, black screen with no BIOS text?
If this is the case, remove the hard drive cable from the board leaving you
with nothing but a keyboard, RAM, cpu and a video card.
If still no POST, double check that the cpu is in the correct alignment with
slot or pin one. Also, make sure that the board does support the Cyrix cpu.
If you get no boot, then you need to tell us what your system reports on the
screen such as: Missing Operating System, No fixed disk, etc.
Does or has the video card worked in a previous machine? If not, see if you
can try a different video card or try THAT video card in another machine.
There are still dozens of other possibilities, but those seem to be the most
common I've found.
