Thanks Howard, and they are good thoughts.  The Internal tuner was bypassed. 
My meter readings match Steve's except for 160 meters.  I question the 
accuracy of the TW1, but it seems to be consistently inaccurate, so the test 
results are still useful.  I found that their are adjustable power levels in 
the service menus, but you have to make a special service plug that shorts 
two pins to access the service menus.  I somehow doubt if those will talk. 
Doing a full reset doesn't effect the service menus as I understand it.
I'll let you all what the Omni D says under the same conditions.  That is no 
tuner, the internal dummy load, and the TW1.  Both radios are 100 watt 
radios.
