By the way you describe it, you have nothing connected to the motherboard
other than the power connections. 2 things to try:
1st try switching the P8 & P9 connectors just on the off chance they may be
marked incorrectly. 2nd, try installing a floppy drive on the off chance
that this particular board requires a drive controller (or some peripheral)
before it will function.
If neither of these helps, you probably have a bad MB.
