why were you unsuccessful in installing the driver?
with any kind of USB adapter, you want to leave it disconnected, install the 
driver from the disc that came with the adapter, then restart your machine 
and plug in the adapter by itself.
you should get the ding dong sound that windows has found the device.  Then 
plug in the serial cable to the usb adapter, and it has to be a straight 
through db9 to db9 cable.  Then, connect to the radio, with the radio shut 
off.
Turn on the radio and open your kenwood software.
If this doesn't work, try simply unplugging the usb adapter and plugging it 
back in to make windows recognize it again.
Steve's suggestions are also good re the ports.

Just in my own experience, I always had a bit of difficulty using a USB to 
serial adapter with the ts2000...it was flaky to say the least.  It would 
work sometimes, but not all the time no matter what I did.
I ended up not using it after the first few times because there was nothing 
to be gained from using any kind of radio control software anyway.
