Yeah well the "good old layaway plan" has become the good old credit card. Ham gear like so much else costs money, yet setting aside a little each week, month, etc. can add up pretty quickly. While you save you start looking around to see if there  is any used gear that would meet your specifications, is in great shape, and at a lower cost point.
