    Howard:

The noise has always been there, in the form of birdies and other junk on 
certain frequencies, but it has gotten worse recently--say in the past year 
or so.  Now, it covers more bands and freqs than usual.

This leads me to believe that in the bigger picture, there is something 
going on with the charger itself, which ultimately means it may need to be 
replaced.

Yet, it does seem to charge the battery just fine, even with the hash 
problem.

So, for now, I'm trying to minimize the noise until we can get it looked at 
more thoroughly by someone who knows much more about chargers like this than 
I do.
