Hi Linda,
Just because you can hear the repeater doesn't mean you can work it.
The repeater may have an extra strong transmitter that gets out further than
it is able to hear.
Also it may be quite a bit further away from you than the other two.
For example here at my home, I have my 2 meter antenna up 100 feet on my
tower and my radio transmits 50 watts and I can hear repeaters that I cannot
work even though I am using the correct tones.
