Handiham.org is really great.  There are iPhone apps that I use in
conjunction that work really great.  I got my first Ham license as a blind
individual using handiham.  The FCC also has the exams without diagramsso we
are good to go!

Handihams is an organization that specializes in helping people with
disabilities with the various aspects of amateur radio.

I don't know if you or your friend can get access to the question pools
without being a dues-paying member, but the dues are very reasonable (I
think $12 a year), and are very minimal, considering all of the services
that are made available to members.
