Of course, what all of this seems to leave out is that the part 97 rules for
hams start out by saying that hams are supposed to follow "best practice" and
having an unlicensed person operate your station as a "third party" regardless
of how you justify it is certainly not "best practice".

I've written Brian Millan at the FCC but not heard back from him yet.  He
sometimes takes awhile.
