Yes, knowing enough, and choosing are different issues.
For some hams, radioles options meet their needs, interests, and finances. 
That doesn't negatively impact their abilities as hams.  Conversely tuning 
across the bands will quickly convince anybody that having a lisence, and 
transmitting a signal have nothing to do with skills, abilities, or 
intellegence.
