Ok:
before you blame the tuner, have another ham take it to their shack and test it.
Yes, its possible that it is bad, but get it tested first.
Second, connect the antenna directly to the 570 with the tuner bypassed and see what kind of receive you get.
I have used a window screen for an rx antenna.
Let us know what you get from these two.
