Howard,
Apparently, Humanware received feedback indicating that some people wanted
to change the pitch of the voice because, for example, they had difficulty
hearing a female voice and wanted to make it lower. Like you, I find it
hard to believe since changing the pitch also changes the quality such that
it decreases intelligibility. I'm guessing that some software developer got
a not-so-bright idea and implemented it. Ironically, I have a friend with a
hearing impairment, and he returned his Stratus precisely because it lacked
a real tone control. Let's hope they get this sorted out by the next
update.
