Yes I have this problem all the time and here is what you do.
The problem is this. Echolink doesn't shut itself down properly so after
you close it then bring up the task manager control-shift-escape, and go
to echolink and click the end process button.
Its a pain but since the echolink developer never seems to fix any
problems your stuck with that for now.
