In that case, you may be able to use something other than Chrome and 
ChromeVox to download the filed from Google Drive to read off line. In 
Linux, I used to use a tool called GoogleCL to download files from 
Google Docs. This tool may also work under Windows. As I said, I just 
used Chrome with ChromeVox, so maybe others can offer up other options.
