You did a good analysis of your problem. I would agree that the UPS is suspect. To verify this, why not unplug the UPS from the USB port and see if your computer boots properly?

I have been using a UPS of some sort since 1990, with several models of APC. My experience has been that the batteries go out after about 5 years, so yours are definitely due for retirement. If the existing UPS is sufficient for your needs, you can obtain a replacement battery. I have purchased batteries on e-Bay, but the quality is variable. A good source of reasonably priced batteries is batteryspec.com - I have purchased from them the last two times I needed replacements.
