If the family has tried other methods that haven't worked, and the girl's
menses are actually causing seizures, it may be warranted. If it's being
done for the family's convenience, that's quite different. The Ashley X
case in the US immediately comes to mind. As far as "Angela" becoming
pregnant, if that happens, criminal and/or civil proceedings should be
initiated.
