Hi Linda,
16Z is the time at Greenwich England.  Out in the Atlantic Ocean, there is a 
imaginary line that runs North to South.  16Z is using a 24 hour 
clock(military time).  This equates to 4 PM Daylight Savings Time or 16Z. 
being that we live 5 hrs from Greenwich England, we must subtract 5 HRS from 
any time you see the initial "Z" after a number.  It is a bit confusing, but 
it makes good sense to those who are in the military.  Hope this helps.
