Job Description:
Program Specialist IV Performs highly advanced web content 
development and
consultative services and technical assistance work.  The Web 
Development and
Accessibility Specialist coordinates with DARS programs and 
business units
to identify needed web content requirements.  Works with DARS IR 
and CPER
staff to ensure that web content meets department standards.  The 
specialist
will develop and test DARS and HHS documents and web pages to 
ensure they
comply with established accessibility standards.  The specialist 
may deliver
accessibility training and technical support to DARS and HHS 
employees.  Work
involves assisting with the establishment of web content 
accessibility
standards to be used agency-wide and assisting agency and 
Enterprise
employees and other governmental agencies to ensure that existing 
and new
electronic and information resources are accessible.  Work is 
performed under
general direction with considerable latitude for the use of 
initiative and
independent judgment.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance 
with agency
leave policy and performs other duties as assigned. .  
Coordinates with
program and business units to identify business needs for web 
content and
develops websites, documents and other electronic information 
resources to
accessibility standards.  (65%) .  Coordinates with HHS agencies 
and DARS to
test and report on the accessibility of websites, forms, 
electronic
documents and applications to meet accessibility standards.  
(10%) .  Assists
in establishing a philosophy, standards, and processes that puts 
DARS in a
leadership position as it relates to accessibility and usability 
of
information technology.  (5%) .  Assists in improving and 
stimulating interest
in accessibility including serving on interagency workgroups, 
providing
training, consulting services and technical assistance to plan, 
implement
and monitor accessibility of electronic and information 
resources.  (5%) .
Assists in researching and establishing optimization protocols 
and technical
methods within DARS to assure coordination and facilitation of 
accessibility
and policy technical assistance services.  (5%) .  Assists CPER 
to perform
data analysis, implement and evaluate policy and accessibility 
projects and
prepare studies, specialized research projects and administrative 
reports.
(5%) .  Promotes policy technical assistance delivery within 
DARS, including
exchanging and disseminating relevant information/knowledge 
pertaining to
specific client populations to program and service delivery 
staff.  (5%)
Knowledge Skills Abilities:
Knowledge of state and national accessibility laws and standards 
for
electronic and information resources including Section 508 of the
Rehabilitation Act and the Web Content Accessibility Guidelines 
(WCAG)
requirements Knowledge of facilitation skills, training 
techniques and
competencies Knowledge of DARS and Texas Health and Human 
Services agency
programs preferred Knowledge of accessibility within standard 
code libraries
preferred including JQuery.  Knowledge of industry leading 
assistive
technologies including JAWS, Window-Eyes, ZoomText, Dragon 
Naturally
Speaking Knowledge of at least one server side scripting language 
and
application development preferred.  Skill in researching industry 
practices
and benchmark information Skill in planning and facilitating 
meetings, work
in teams, and group problem solving.  Skill in oral and written
communications in identifying business needs for web content 
development.
Ability to analyze and solve complex and difficult problems of 
accessibility
Ability to gather, assemble, correlate and analyze facts; to 
devise
solutions to problems; and to prepare concise reports Ability to 
prioritize
information and issue and manage and complete assignments within 
deadlines
Ability to develop effective data collection tools such as 
surveys,
questionnaires and interviews Ability to determine the tools and 
methods to
help people interact productively with each other Ability to use 
various
testing software (i.e.  WAVE, Firefox Web Developer toolbar 
(plug-in), Web
Accessibility Toolbar for IE, W3C Markup Validation Service) 
Proficiency
with various MS Office applications and development software

VISIO, Excel, Access, MS Word, Adobe Acrobat) Ability to organize 
and
present information in a clear, concise manner Ability to hand 
code HTML and
JavaScript Ability to use Microsoft Windows Communication

protocol for web service development in SharePoint (preferred)

develop web pages, templates, and web parts using Microsoft's

Developer's Kit (preferred) Ability to hand code JavaScript

including developing test scripts and working with developers to

issues Registration or Licensure Requirements:

Initial Selection Criteria:
Experience in testing electronic information with automated 
testing tools
and assistive technology such as screen readers, screen 
magnifiers, and
speech recognition software Ability to hand-code HTML and 
JavaScript.
Knowledge of state and federal accessibility standards including 
Section 508
of the Rehabilitation Act.  Graduation from an accredited 
four-year college
or university with a preference for major course work in computer 
science.
Experience and education may be substituted for one another.
