Your summary for London neglected to point out that in the UK they 
allow a low gluten proprietary wheat starch to be called gluten-free. 
If you want to be truly GF you need to always specify that you are 
gluten-free AND wheat-free.

In looking online for their menu I find that Fortnum and Mason has 
five restaurants. Most likely the one being suggested is the St. 
James Restaurant. It has several special diet afternoon tea menus. No 
mention that the gluten-free menu is also wheat-free. I would 
seriously question it. See:

Note that the afternoon tea will cost you either $60 or $66 per 
person, depending on which tea you select. To me that is a lot of 
money to spend on unneeded carbs.

All over London you can find Indian restaurants. All their curries 
will be gluten and wheat free. Skip the rice to keep carbs down.
