I am not familiar with the details of your hardware configuration, but I
had a similar problem with mouse functions when I installed some
unnecessary software from MS (my fault). You might check "Device
Manager" through control panel/system/hardware to see if there is more
than one device listed under "keyboard". It could be that the cell phone
installed some type of keyboard driver that is conflicting with your
laptop keyboard. If so, you can right click on the new device and
uninstall it. Also, if so, this will likely reduce the functionality of
the cell phone/laptop combination.
Just something to check. I hope it helps.

I have reset the image of my computer to that of an earlier time, and have since been able to plug in a usb keyboard and have that work, but the laptop keyboard is still non-functional. Is there any kind of software glitch that could have occurred when I plugged in the cell phone? Thanks!
