in rough terms the Technician license allows you to transmitt on frequencies 
above 50 mega hertz.  The General allows transmitting in the various bands 
below the 50 mega hertz.  The Extra then allows one more frequencies in 
those same lower bands.  Of course  the bands above 50 are usable to General 
and Extra..  Power levels also are lower for Technician, while 1500 PEP is 
the max for any ham.
