Tom,

Since you have another supply, I'd give that a try (assuming it's output 
voltage is higher than what you already have.)   I'd check everything 
out first before raising the voltage on the Astron, but you can do it 
easy.

Remove the cover, on the right side (just above the large filter 
capacitor) is a small circuit board.   Component side of the board is 
down and soldered side is facing up.   Reach under the board and find a 
little variable resistor, it's a little thumbwheel.   Rotate the little 
wheel while you check the voltage.

You can do it with the talking vom with some trial and error, since it's 
a fine adjustment, but  will go a lot faster if you get the XYL to watch 
the meter while you adjust.

Of course the supply has to be plugged in and turned on, but the ac 
stuff is on the other side, so   don't mess with anything else besides 
the little wheel, and you won't fry.
