Tom, I have a program here that has a similar problem, there are several 
buttons that don't show up as you tab or not visible with the JAWS cursor. 
However    , if someone sighted can help you this might work, when you start 
the program, a certain number of tabs might land on the start button even 
though it does not speak.  I have a program that does that.  If I tab 3 
times, I can start the program.

 Just a suggestion.
