It's very hard to have a backup frequency on HF nets since if there's a
contest or something it's more likely than not the frequencies may both be
in use. Usually on HF, there's a plus or minus range, or look up so far if
nothing then go down, something like that. the only time I've seen a backup
frequency on an HF net is for conditions, a 40 meter net may have a backup
frequency on 75 meters, or the other way around for when conditions are
different and one band doesn't work.
