It turns out that BusLogic SCSI card did not like the P/S2 keyboard I use for
testing, a Canon keyboard (the Canon computer is long since defunct).  The SCSI
card interpreted the keyboard's presence very strangely.  As soon as I put a
good (Fujitsu) P/S2 keyboard on the system, it booted.

Keyboards can cause some strange things to happen.
