It's not available from NLS.

I know that an older version of the ARRL Handbook was produced by RFB&D, but
I don't know whether they have done a recent edition of that, either.
Learning Ally has not converted all of their older tape material to digital,
and if it's not digital now, I think it might never be distributed by them
any longer.
