            Hi Michael,

That was an outgrowth of a law that was passed some time in the late 70's.
Back then the cb boom was in full swing and there was a large amount of
people who used amateur amplifiers on the frequencies between the cb band
and 10 meters.  In an effort to stop this activity the fcc adopted the ban
on amps with 10 and 12 meters ready to use out of the box.

There is no special license requirement for operation of amplifiers on 10 or
12 meters other than having the appropriate grade of amateur license for
those bands.
