I wouldn't say I have seen this exactly, but I do have Intel 200mhz systems
running neck and neck with Cyrix 150mhz. I think it is a combination of
Hard disk, network card, (with so many systems I assume yours are
networked) and operating system. As soon as you can afford it replace the
hard disk. A 233 shouldn't be saddled with a 486 drive that does not
support PIO mode 4 at the very least, preferably support for UDMA/33. I
myself still use one mode 2 drive and several mode 3 drives so I know about
saving money. There is also an immediate and noticable performance hit if
I replace a 3com PCI 10base-T card with an ISA version. I assume
everything else is running right.
As for the earlier suggestion about re-installing Win95, I am interested in
others opinions. I generally do not xcopy win95 directories, and I don't
put hard disks pre-installed with win95 into new builds. I suppose mobos
and cpus are no different than adding memory as far as the operating system
is concerned, but I worry about what trash may be lingering in an old
system directory from a previous life. Should I quit worrying?

I recently upgraded two 488 dx33 computers to P233. I used an ASUS TXP4
motherboard, 64 meg ram, Intel P233-MMX and reused everything else. I find
that these two computers are not as fast as a couple of P90's that I have
in
place. What should I look for in the setup to make these machines respond?
Are there any utilities that I can run to determine where the problems
arise?
