For those looking for English language info on European food labels and laws, try http://www.coeliac.org.uk/gluten-free-diet-lifestyle/gluten-free-diet-faqs and the links from that site. It is the major celiac group in the UK and they offer loads of info, much of which will also apply to foods on the continent of Europe because it will fall under EU regulations. 

FWIW, "gluten-free" can mean up to 20 ppm in Europe, and may contain modified wheat starch which has been tested to be GF to a certain level (the standard was under review last I checked, so not sure of the current number). However, the wheat starch, which is commonly eaten by celiacs in Europe, would be clearly disclosed on the label. I have never seen statements on the facility, i.e. "made in a gluten-free facility" on a European label, which doesn't mean they don't exist, just that such statements are not universal.
