Submit testimony?  Join panel to help CMS define mental disorders as 
chronic.  Or not.  In order to meet 'special needs' criteria for 
Medicare benefits.

The purpose of the panel is to determine what "severe
and disabling chronic conditions" entails.  Right now, "mental
disorders" is considered a chronic condition
