Some on this list know who Bruce was, and perhaps have owned at least
one radio that he modified for listening to
S C A signals. For those who don't know what S C A is, it is a
sub-carrier signal which can be broadcast over an FM radio station or
television station too, for that matter.
Many Radio Reading services use this method of transmission. Muzak,
and other background music services also used it until they all pretty
much went satellite.
In addition to his definitive listing of FM broadcast stations, the FM
Atlas, Bruce sold radios such as the G E SuperRadio models, which he
modified to tune in the sub-carrier signals.
I first met him in 1988. He was not a ham, but knew a lot about radio
and electronics. At one time, his day job was as a communications
teacher at a college somewhere in Nebraska.

Subject: [BC] Dr. Bruce Elving passes
Sad news to share about FM's friend, Dr. Bruce Elving. He and wife
Carol had been in Loma Linda, California for a few weeks for treatment
of his prostate cancer. They were planning to return home to Minnesota
this month. The little information I have says he passed following a
heart attack en route to a hospital.
Bruce was probably best-known for his "FMAtlas" directories and until
recent years, his "FMedia!" newsletters, along with his service of
modifying of FM radios to receive SCA broadcasts. He was among the
founders of the University of Minnesota's KUMD 103.3 Duluth.
