Keep in mind that speed tests can vary in results dependent on numerous
factors at any given time and place.
What you are paying for is a maximum potential speed which may not always
be achievable.
If it is faster than the next level lower, then you are getting what you
are paying for.
If several tests done at different times suggest that it is not, then ask
the isp about it.
