Unless the rules have changed, I think he is a few weeks short of being
able to renew. I think you need to be within 90 days of expiration
before you can renew. Based on the data Steve provided, he isn't
quite within the 90 day window yet.
BTW, I did mine on the FCC site a couple of years ago with no problem.
