what key are you talking about next to the pfb key?
that's the upper and lower sideband key?

I don't think it matters, but I set mine to  the pf key under the display,
which I think is the  pf B key (menu 80).  Be sure the tx monitor is not on
or it will not speak.  Don't know if any other 
settings will disable it.   Use the  key next to the pf B key to toggle 
the meter. You also need to keep the ptt applied until the message finishes.
If you let up on the ptt,  it  will stop speaking.
