Walter,

To turn the voice chip on, go to Menu 3.  Press Function, then press the 
Tuning control and turn it until you hear a beep.  Then turn the control 
clockwise three clicks and press it again.  Then turn the control until you 
hear a low beep and press it again.  Then press Function to get out of the 
menus.  The person who set your password to Off is correct.  You definitely 
don't want that feature turned on.
