Steve,

I thought you knew: if you don't have the right fuse, you're supposed to 
wrap the old fuse in aluminum foil and reinsert it.  If that doesn't work, 
you're supposed to short out the lugs on the fuse holder.  I'll bet that 
fuse would have blown in a hurry if you had put the supply under load.
