are they just using single channel IDAS?  I would guess that is the case 
since your area is probably pretty jam packed with repeater pairs and 
running a trunking system on 2M would be difficult pretty much anywhere.
Also, how is the receiver voting with IDAS?  I ask because there is some 
talk of setting a couple repeaters up around here with voting receivers.
