To add to what John said Tom, without an antenna on the mount you
should read open between the two coax connections. If not, there is
a short at the connector or somewhere along the length of cable.
I've never seen an NMO to PL259 adaptor. Not to say that they don't
exist, just that I've never met one in my hand!!
And i'd agree with john, if it had been one of the "through the
glass" antennas, I'd not waste my time with it.
Perhaps you could find a thin rod and solder it to a PL259 and adjust
it for a quarter wave if you can't find the adapter you are looking
for. The fewer the adapters, the less signal loss. I believe that I
once heard that every connector introduces at least 1 db loss. A
word to the wise.
