The drive is blinking because the CD is in the tray. You can remove by
inserting a straightened paper clip in the small hole in the front of
the tray, which will release the locking mechanism.
It's hard to say what else is wrong without knowing more, but you could
start by re-seating all the cards, especially the memory. Clean out any
dust and dirt while the case is open, especially around the heat sink
and fan. Get the power supply tested if that doesn't help.

Hello,

I have an elderly desktop with  an AMD Athlon  XP 2000 Mhz cpu which
refuses to boot, and the DVD drive emits eight blinks from its light
before the machine switches off. The fan works, however. Does this mean
the video card is not working, or is there some other problem? Also,
what would be a way to extract a CD from the CD drive, which does not
open?
