One other thing:  I doubt that this is a JFW issue as I have seen the same 
thing occur with Window-Eyes.
Hence, it has something to do with the way screen readers, the conversion 
program, and the .pdf file happen to interact.
Keep in mind that, unlike the sighted user, we don't get an exact replica 
when a .pdf is decoded as the .pdf format we see includes nothing of the 
intended formatting and pictorial content.
Hence, it is not surprising that we end up, at times, with lots of 
confusion when we try reading the output.
And it is also understandable why many blind people cannot appreciate what 
.pdf is intended to do and why the sighted user truly values this method 
of file storage.
