My Dropbox, which is current, has a Public folder. To copy the public
link, I go to the file in the Public folder, press the context key,
arrow down to Copy Public Link and press enter. I think you're getting
the ding because you're pressing ctrl+c. After that, I move focus to
wherever I want the link to appear and press ctrl+v.
I do notice that sometimes I need to wait a little before things work
correctly. I suspect the file needs to upload for me to get a public
link, and if the server is busy or the file is large, this may take
time. so if I'm having trouble, I check email or browse the web for a
few minutes before trying again.
About signing into Dropbox to download a file, I think that depends on
how the sender sends you the file. Most of the time, I download files by
pressing the context key on the link and pressing enter on Save Target
As or something like that, but there are times when I need to go to the
Dropbox website to sign in.
