ok.  Here is likely what is happening based on your post from minutes ago.
Yes, you are running ie8; but other software doesn't think you are and 
hence wishes that you would upgrade to ie8.  It probably believes you are 
still at ie7 or even ie6 due to some setting or other.  
ie8 is enhanced as compared to earlier versions hence, the phraseology.
So don't concern yourself about it as, given that you are using xp, you 
are where you should be as far as IE browsers go.
