Steve,

I had the same problem with my TS-590s on 17 meters, and this was right out
of the box. I reset the radio, and that fixed the issue.

Hello Steve.   I would not know what happened but I think there occurs a 
glitch once in a while in the rigs.  A while back I lost almost all the
sensitivity on 20 meters and so I had to do a full reset and then all was
fine so it makes you wonder hi.
