The power supply is an Astron RS35 transformer-type supply.

Maybe it is the power supply that is shutting down, so that might be my best 
place to start.

The damaged feed line from the Windom is no longer laying in the snow, but 
is coiled up around a wooden porch railing, so I can't imagine it would be 
creating any problems, but, with RF, you just never know.

As far as I know, the only protection in those rigrunners is the fuses. Are
you sure it's not the power supply shutting down? There may be something in
the rig runner I don't know about but I thought the only protection they had
was the fuses and the power supplies often have something in them,
especially if it's a switching power supply. IF that's the case, maybe even
a choke on the AC cord, and on the cable from the power supply to the rig
runner might be an idea or maybe grounding the case of the power supply.
Another thing you might try is disconnecting that coax that now goes to
nothing, if that's laying in snow, making contact with the shield, there may
be a ground loop there that's causing it. Just things to try from someone
who's heard a lot of strange stories and come up with a few himself from
experience.
