Remove the tuner from the circuit, and hook the output of the watt
meter straight into the dummy load. Don't just bypass it using a
switch on the tuner, take the tuner completely out of line.
You should then notice an output somewhere between 95 and 100 watts.
In other words, you are losing a little bit of power in the tuner,
even though you are going into a 50 ohm load.
This power loss is normal with any tuner, and it is more in some than
in others.
For instance:
I have two MFJ 901B tuners. I show a loss of 14 watts through one of
them, and only 10 watts through the other, regardless of what I am
matching.
I suspect the one which shows the most loss had been pushed pretty
hard before I got hold of it. It was one of those "take it away before
I throw it away" deals, and looked pretty rough physically. But, I
wasn't out anything for it.
I now use it mostly with about 20 feet of wire when I want to use the
HF receiver in my THF6 from a hotel room, or from my back porch.
The tuner then acts like a band pass filter, and will actually cause
the THF6 receiver to work pretty well.

This morning, I was testing out the Drake DL300 dummy load that I
acquired
from a friend's junk pile last week, and found that the maximum output
power
of my TS480SAT, when tuned with my manual Tentec 238A manual tuner is
86
watts. I'm using the LDG TW1 to measure the output power.
This is slightly shy of the 100 watts that the rig supposedly puts out
on
maximum power.
I know that 14 watts either way doesn't make a difference in overall
signal
strength, but I just wondered if this is normal.
