Eric,

You might want to try connecting the antenna directly to the radio just to 
see if it works better.  Not sure why you need the filter or the line 
isolator, and I wonder if they might be causing trouble for you.  At the 
very least, they probably attenuate signals, so you might just as well 
remove them if you can get away with it.
