Hi Butch,
No this radio does not have a voice chip of any sort.

It can be sort of accessedwith eithr the John Hansen Millenium Qsyer keypad 
or alternatively the British made Radio Mate keypad.

The later is available from w4rt.com.

It is the higher powered version of the 817.

Also Yaseu makes a remote microphone for it whose name I can't remember. It 
can act as a keypad.
